Congress should clarify language in a voter registration law to explicitly require states to release voter lists in a digital format when it’s the most cost-effective way to deliver them, U.S. Court of Appeals for the Eleventh Circuit Judge Nancy Abudu wrote Wednesday in a partial dissent criticizing Alabama for not electronically releasing requested voter rolls.
In the underlying case, Greater Birmingham Ministries sued Alabama under the National Voter Registration Act after the state refused to share lists of individuals removed from or denied voter registration because of a disqualifying felony conviction. Part of the nonprofit’s purpose is to help guide disqualified felons through the process of restoring their voting rights.
