Paralegals might soon be able to provide limited civil legal services to low-income clients without a licensed attorney, under proposed rules of the Texas Supreme Court.

A court order issued Tuesday invites public comment on proposed new and amended rules by Nov. 1. The rules are expected to take effect Dec. 1, according to the supreme court announcement.
