The two Republican commissioners on the five-member Federal Trade Commission concurred with the majority’s order to launch an inquiry into “surveillance pricing,” the use of consumers’ browser history and other data to provide personalized pricing.

But Melissa Holyoak and Andrew Ferguson expressed concerns over the impact of the furious pace and volume of rulemaking and studies on the commission’s other work and its obligations to Congress and other stakeholders.
