The Connecticut Supreme Court ruled that a new constitutional criminal procedure rule involving eyewitness identification can apply retroactively because of the advances in science displaying the unreliability of the evidence.
Edgar Tatum, the habeas petitioner, was convicted of murder in 1990 after a jury trial in relation to the shooting and death of the victim. He was sentenced to 60 years in prison, court records show.
