Assembly Speaker Carl Heastie, D-Bronx, explained to reporters on Thursday why the House has been hesitant to approve legislation that would make an 11th-hour change to a more than 100-year-old rule relative to admitting evidence of prior bad acts in sex assault trials in New York.

According to Heastie, the lower legislative chamber is heeding concerns from the state’s defense bar.
