Treasury Department Will Take Lead on Biden’s Order Limiting Outbound Investment

President Joe Biden’s executive order restricting U.S. investments in sensitive technology in “countries of concern” will involve a rules-based approach through the Treasury Department and differ from the existing committee that oversees foreign investment in the United States, international trade attorneys said.

Biden’s order, issued Wednesday, restricts investments in semiconductors and microelectronics, quantum computing and artificial intelligence with U.S. foes, including China.
