The U.S. Judicial Conference adopted a policy on Tuesday to prevent judge shopping in single-judge divisions, following Democratic lawmakers’ concerns that litigants challenging Biden administration actions strategically file in the divisions to end up with a sympathetic judge hearing their cases.

Under the new policy, lawsuits filed in single-judge divisions and which seek to bar state or federal actions will be randomly assigned among all the judges in the district where the case is lodged.
