Judges Philip Ignelzi and Mary McGinley of the Allegheny County Court of Common Pleas argued in a Feb. 16 motion to dismiss that judicial and governmental immunities shield them from allegations that they unlawfully arrested and imprisoned attorney Walter Bernard.
