A central New York judge has issued a steep $15.2 million fine after shuttering the owner of a string of eight illegal marijuana businesses, defendants in the Empire State’s first lawsuit against accused black-market operators.

Acting state Supreme Court Justice Richard Healey of Wayne County signed off on the unprecedented fine on Thursday, months after he issued a permanent injunction preventing David Tulley and his businesses from distributing, delivering and dispensing cannabis and cannabis products in New York without a license.
