Legislation asking to lift the population-based cap that determines the number of judges in state Supreme Court, New York’s trial court system, cleared its first hurdle following Thursday’s approval by the Assembly.

The Senate had approved the No Cap Act in March, a proposed constitutional amendment that must pass the Legislature in two sessions before it can be put before statewide voters. November 2025 would be the earliest that the proposal could become law.
