Backers and opponents of a California law regulating online content aimed at children each found something to cheer in a federal appellate court ruling that ultimately leaves unanswered questions about the future of the 2-year-old statute.

The U.S. Court of Appeals for the Ninth Circuit on Friday upheld part of a preliminary injunction banning enforcement of the Age-Appropriate Design Code Act, finding the law’s requirement that companies report whether their products or services can harm children amounts to unconstitutionally compelled speech.
